ENVIRONMENT: Water, Sanitation and Hygiene (WASH) in the Context of Sustainable Development Goals (SDGs)


Started in the year 2010, Odisha Environment Congress (OEC) is being organized uninterruptedly for last six years by Human Development Foundation (HDF)-Centre for Development Action and Research (HDF-cDAR), Bhubaneswar & Centre for Environment and Development (CED), Thiruvananthapuram; in collaboration & support of Forest & Environment, Department Govt. of Odisha,   Regional Museum of Natural History (RMNH), Bhubaneswar, Govt of India, Regional Centre for Development Co-operation (RCDC) etc. Since then it has become an annual scientific event.  OEC has been providing a unique opportunity to academicians, researchers, scientists, planners, policy makers, students and practitioners for learning, interaction and also has been providing forum for dissemination of innovations in the theme area. OEC also provides scope for publication and presentation on Odisha specific research based articles in the chosen theme. The themes of last 6 years were “Environment & Water Resources” in 2010, “Environment & Forest” in 2011, “Environment & Energy” in 2012, “Environment & Agriculture in 2013 and “Environment & Climate Change” in 2014. The theme of last year was “Environment: Health and Nutrition” in 2015. The focal theme of this year’s conferences is “Environment: Water, Sanitation and Hygiene (WASH) in the Context of Sustainable Development Goals (SDGs)”.

Apart from 3 day long deliberations and paper presentations on the given theme during OEC, there have been other activities which include various competitions among school and college students, exhibitions, regional workshops, young scientist awards, children’s environment congress etc. Over the past years the successful conduction of OEC has established itself as a unique and important platform for the cause of protection and conservation of environment in the state of Odisha. The previous years’ OEC was attended by Chief Minister, several Ministers, Senior Bureaucrats, and experts/personalities of national and international repute.

Theme of OEC-2016:

Water, Sanitation and Hygiene are key issues in environment protection and core of the sustainable development. Safe drinking water and adequate sanitation and hygiene are pillars of human health and well-being.

UN’s new 2030 Agenda has water and sanitation at its core, with a dedicated Sustainable Development Goal (SDG) 6 on water and sanitation and clear linkages to Goals relating to health, food security, climate change, resiliency to disasters and ecosystems, among many others. Reaching the ambitious objectives of the 2030 Agenda demands that we address universal access to drinking water and sanitation along with issues of quality and supply, in tandem with improved water management to protect ecosystems and build resiliency. In this context, the proposed Odisha Environment Congress on WASH has lot of relevance.

Odisha being one of the developing States in India, has several challenges to achieve the desired goal of SDG on WASH by 2030. The envisaged objective of the OEC 2016 is to bring together academicians, activists, policy makers, industry and media houses to discuss, debate and deliberate on environment and WASH and come up with implementable solutions to achieve the goals relating to WASH. The issues pertaining to the theme needs to be taken to larger public domain, specifically to the young masses, and hence OEC 2016 plans out various other activities apart from invited paper presentations by experts/scientists and junior researchers on specific topics related to focal theme – “Environment: Water, Sanitation and Hygiene in the context of Sustainable Development Goals (SDGs)” with relevance to Odisha.

Objectives of OEC 2016:


  • To provide a platform for interaction among the researchers, policy makers and leading experts in the field of Environment and WASH” so that they come up with innovative and creative ideas to address key challenges in achieving the desired result in WASH in Odisha’s context.
  • To enhance the networking between various research organizations, government and non government organizations working in the field of environment, water, sanitation and hygiene and encourage them to work towards achieving Goal of SDG in WASH.
  • To generate specific knowledge base on protecting environment through WASH interventions.
  • To generate awareness about environmental impact of WASH and come up with strategies based on scientific and rational approach involving different stakeholders.
  • To offer an open forum for community members to interact with scientific community.

Publication of Proceedings

Proceedings on the theme will be prepared and released by the Chief Guest on the 1st day of inauguration during the main event of OEC on 20th December 2016. Papers for Young Scientists Award:

Papers from young researchers (age 35 and below) alone will be considered for inclusion in the award session. In case of multiple authorships, the first author will be considered for the award and he/she shall present the paper. Interested author (s) shall also have to give undertaking that the work has not been presented elsewhere or has not been submitted for publication/award. Communication to the authors will be made after scrutiny regarding the acceptance of the paper/abstract. Nominations for Green Ambassador Award:

Nominations from credible NGOs/Civil society members, academicians, experts in environment with remarkable contribution in the area of environment, WASH in Odisha will be sought for consideration for the Green Ambassador Award for the year 2016. The nomination will be scrutinized by a jury for decision regarding awardees. The winners will be provided with certificate memento, crown and cash prize. The Green ambassador will be crowned for one year till completion of OEC-2017. He/she is expected to guide and participate in activities relating to the Odisha Environment Congress till culmination of OEC-2017. Nominations for Corporate Excellence Award in Environment:

Nominations from Corporate Bodies or Foundations of Corporate Bodies having visible contribution in the area of environment in the context of WASH in Odisha will be sought for consideration for the Corporate Excellence Award in Environment for the year 2016. The nomination will be scrutinized by a jury for decision regarding awardee. The winners will be provided with certificate, memento and crown as a token of recognition. From this year the Corporate Excellence Award will be named in the memory of our beloved advisor late Shri Sudhanshu Bhushan Mishra, Former Chief Secretary of Government of Odisha. Pre-OEC Activities:

Besides, the main activities of OEC in December there will be series of pre-congress activities which include District Level Environment Congresses, state, district and block level competitions like essay, debate, painting etc among school and college students on WASH through eco-clubs and district environmental societies and Round Tables on Policy Asks on specific issues relating to WASH involving key stakeholder.
